2023 Fort Collins voter guide: What to know about Fort Collins, PSD, statewide races

It's decision time, Colorado.

While the national political machine already has its sights set on November 2024, voters in Fort Collins and across Colorado have important decisions to make this November about their local representation and the future of taxation in the state.

Colorado's county clerks began releasing ballots on Oct. 16 for the Nov. 7 all-mail election. Prior to and during the release of ballots, the Coloradoan published multiple race profiles, previews and candidate questionnaires, with an emphasis on elections in Fort Collins, Poudre School District and statewide Proposition HH.

Ballot language: Shall the state reduce property taxes for homes and businesses, including expanding property tax relief for seniors, and backfill counties, water districts, fire districts, ambulance and hospital districts, and other local governments and fund school districts by using a portion of the state surplus up to the proposition HH cap as defined in this measure?

Colorado Proposition II

If passed, Colorado Proposition II would retain more of Colorado's tobacco tax to help fund the universal pre-kindergarten program that launched statewide during the 2023-24 school year.

Ballot language: Without raising taxes, may the state retain and spend revenues from taxes on cigarettes, tobacco, and other nicotine products and maintain tax rates on cigarettes, tobacco, and other nicotine products and use these revenues to invest twenty-three million six hundred fifty thousand dollars to enhance the voluntary Colorado preschool program and make it widely available for free instead of reducing these tax rates and refunding revenues to cigarette wholesalers, tobacco product distributors, nicotine products distributors, and other taxpayers, for exceeding an estimate included in the ballot information booklet for proposition EE?

Fort Collins Ballot Issue 2A

Fort Collins Ballot Issue 2A is a proposed sales tax increase that would fund city parks and recreation, transit and climate action priorities.

Ballot language: Shall city of Fort Collins taxes be increased by $23,800,000 in the first full fiscal year (2024), and by such amounts collected annually thereafter, from a .50% sales and use tax beginning January 1, 2024, and ending at midnight on December 31, 2050, with the tax revenues spent only for the following:

  • 50% for the replacement, upgrade, maintenance, and accessibility of parks facilities and for the replacement and construction of indoor and outdoor recreation and pool facilities,

  • 25% for programs and projects advancing greenhouse gas and air pollution reduction, the city’s 2030 goal of 100% renewable electricity, and the city’s 2050 goal of community-wide carbon neutrality, and

  • 25% for the city’s transit system, including, without limitation, infrastructure improvements, purchase of equipment, and upgraded and expanded services;

And while city council may exercise its discretion in deciding the timing of spending for each category, that spending shall supplement and not replace the current city funding for the specified purposes and shall be reconciled to the stated percentages by the end of 2030, 2040, and when the last revenues collected from the tax are spent, but this tax shall not apply to:

  • Items exempt under the city code from city sales and use tax;

  • Food for home consumption; and

  • Manufacturing equipment, but for the use tax only;

And with all the tax revenues, and investment earnings thereon, to be collected, retained, and spent as a voter-approved revenue change notwithstanding the spending and revenue limitations of Article X, Section 20 of the Colorado Constitution?

Fort Collins Ballot Issue 2B

Fort Collins Ballot Issue 2B would increase property taxes in the city in order to increase municipal funding for housing affordability initiatives.

Ballot language: Shall city of Fort Collins taxes be increased by $16,000,000 in the first full fiscal year of property tax collection (2025), and by such amounts collected annually thereafter, from a mill levy of three (3) mills imposed for property taxes levied in 2024 and collected in 2025, which would be the city’s first property tax increase since 1992, with the taxes collected used for the exclusive purpose of funding “affordable housing”, as defined by city council, to include funding the affordable housing strategies identified in the city’s 2021 Housing Strategic Plan, as later amended or replaced by city council, and to fund:

  • The city’s development, construction, acquisition, operation, and maintenance of affordable housing;

  • Programs and services provided by the city, other public entities, and non-profit organizations to subsidize affordable housing and provide housing support for it;

Fort Collins Ballot Issues 2C-2E

These ballot issues are largely housekeeping issues to clean up Fort Collins City Code.

  • 2D ballot language: Shall Section 2 and Section 5 of Article X of the Charter of the City of Fort Collins, regarding the referendum process and petition process, be amended to eliminate inconsistency in language and make clear that certification of a referendum petition as sufficient stays the impact of the referred ordinance, that Council may consider a referendum petition at a special meeting called for that purpose, and making other clarifying and organizing edits to make those provisions more readable and understandable?

  • 2E ballot language: Shall the Charter of the City of Fort Collins, specifically Article II, Section 12, and Article IV, Section 3, regarding residency requirements, be amended to remove specific requirements that specified City employment position types live in or near Fort Collins, which requirements currently may only be amended by the electorate, and allow the City Council to establish such requirements by ordinance or by employment agreement for employees reporting directly to the City Council?
