A 2017 Kenworth truck/tractor driven by Owen O'Kelly, 69, of Trent was traveling north on the highway, approaching the area where Ortega was walking.

Ortega reportedly walked into the traffic lane, causing the vehicle to strike him, DPS said.

The driver was unable to avoid hitting Ortega because another vehicle was in the lane next to his own, reports state.

O'Kelly was uninjured, but Ortega was pronounced dead around 6:08 p.m. by Justice of the Peace Cheryl Guernsey.

Weather conditions were clear and road conditions were dry, DPS said.
