4-H volunteers Annis Strine and Ada Sue Workman receive proclamations

ASHLAND - Mayor Matt Miller presented County Commissioners Denny Welch and James Justice with a Community Reinvestment Agreement for R.S. Kane Leasing, LTD.

The 25%, 10-year tax exemption will be for future development of land located on U.S. Route 250 east of Fin Feather Fur Outfitters. Miller added the project will be for approximately $5.4 million and extend city utilities east of Route 250.

“I am here to present a CRA agreement to the commissioners,” said Miller. “As you recall back in 2018 and ‘19, the city began talking about what it would take to extend city utilities, water and sewer, out the Route 250 corridor, under Interstate 71, to service the development on the east side of the interstate.

“Thanks to cooperation of the folks at the Ohio Department of Transportation, we were given the green light to extend the utilities under the interstate to service that area.”

Welch and Justice approved the CRA, with Denny Bittle absent from the meeting.

In special agenda item, Annis Strine and Ada Sue Workman were given separate proclamations for their many years of service to local 4-H chapters. Strine has donated 62 years of service with Workman donating 63 years.

“It is our pleasure,” said Justice, “to honor a couple of people that have done great work in our community.”

Emergency Management Director Mark Rafeld retires, effective July 29

Commissioners accepted the resignation of EMA director Mark Rafeld effective July 29.

Commissioners also transferred $300 to the EMA in a separate move.

An increase to the county mileage rate effective July 1 will go into effect in two areas. The rate will be 50 cents per mile with a county-owned vehicle and 25 cents per mile when using a personal vehicle.

A public transit service agreement between the city and Job & Family Services was approved that will establish rates of transit services for J&FS clients. The contract runs from July 1, 2022 to June 30, 2023.

An extension to the closing date for the property located at 1211 Claremont Ave. will be extended until approximately Aug 29, 2022.

A contract for $37,509 with Wallace Pancher Group, doing business as Richland Engineering for engineering services for the Corner Park Trail was authorized.

A purchase of a 2022 Police Explorer was approved in the amount of $33,747.55 for the Community Control Department.

After appropriating the $50,000, commissioners authorized a contract in that amount (not to exceed $50,000) between Willig Tire Recycling and the County Solid Waste District for an agricultural tire recycling event.

Proposed 2023 county budget presented by McQuillen, Funk

Ashland County Treasurer Angie McQuillen and County Auditor Cindy Funk presented the proposed 2023 county budget. Funk spoke about revenue, sales tax, etc. with McQuillen talking about investment income. Total revenue in 2023 for the county was estimated to be $13,918,450 and have an ending balance of $1.42 million.

UP NEXT The commissioners will meet Thursday, June 30 at 9 a.m. in the Commissioner’s Conference Room on the second floor of the County Office Building. The meetings are open to the public, but also live-streamed on the Ashland, OH County Government Facebook page.
