HUR states that Russia’s covert mobilization efforts in the central and southeastern regions of Russia is failing, forcing the invaders to increase the number of mercenaries they are using against Ukraine.

“Russians are increasingly refusing to die for the idea of a Kremlin dictator,” HUR believes.

As for the Wagner mercenaries, they’re often assigned to the first line of offensive troops, the intelligence agency added.

Earlier it was reported that the Wagner company is recruiting prisoners for Russia’s full-scale war against Ukraine. According to media reports, more than a thousand prisoners have agreed to participate in the war on the Russian side.

During recruitment, priority goes to people “with experience serving in the army or participating in hostilities,” as well as those convicted of murder, Russian media sources have said.

According to the U.K. Ministry of Defense, Wagner mercenaries have suffered heavy losses and have lowered recruitment requirements for new hires.
