The fatal police shooting that closed northbound Interstate 5 in Salem for most of the day Monday occurred after an Oregon State Police trooper shot at a man allegedly holding a semi-truck driver at gunpoint.

Officials with Salem Police Department, the agency tasked with investigating the deadly shooting, said Oregon State Police Trooper Andrew Tuttle stopped to help a disabled semi-truck near the Mission Street exit on northbound I-5 at about 8:42 a.m.

The trooper found the driver of the semi being held at gunpoint by a man, later identified as Felipe Amezcua Manzo, 31, Salem Police said in a news release Monday night.

Police said Manzo immediately shot at Tuttle, who returned fire.

Manzo was shot and fled from the scene, running east in tall grass along the interstate. He died in the nearby shrubbery from his injuries. Court records list him as a resident of Independence.

Police said investigators found a gun near Manzo. The black handgun, is engraved with the words "Clay County Sheriff." Multiple Clay County agencies are located across the country, including in Florida, Iowa, Minnesota, Missouri and Texas.

The shooting response and investigation closed I-5 northbound lanes near the Mission Street exit for hours, causing traffic backups throughout Salem and delaying afternoon school buses. The Oregon Department of Transportation reported at 5:45 p.m. that all lanes of I-5 were again open at Mission Street.

Tuttle sustained non-life-threatening injuries but did not require further medical attention. Police said the cause of his injuries is still being investigated.

Tuttle has been employed by Oregon State Police since August 2016 and previously served six years in the United States Navy. He was placed on administrative leave in accordance with Marion County Law Enforcement Use of Deadly Physical Force Response Plan.

A vehicle associated with Manzo was found at the scene and searched after police obtained a warrant.

Officers from the Salem Police Department and Marion County Sheriff’s Office responded to assist at the scene. As per the response plan, the Marion County District Attorney’s Office requested the Salem Police Department lead the investigation into the shooting incident.

According to radio dispatch, police responded to reports of an "active shooter" just before 9 a.m. Medic responders and police reported that one person had been shot.

Police were ordered to "block off everything."

Oregon Department of Transportation officials said all northbound lanes were impacted. One southbound lane was closed.

At about 9:04 a.m., Eyre Elementary, Four Corners Elementary, Miller Elementary, Houck Middle School and Roberts Structured Learning Center were placed in lockdown for about 15 minutes due to the police activity.

Police said at 10:40 a.m. there was no current danger to the public.

Police said the investigation remains ongoing.

No further information will be released until a Marion County Grand Jury reviews the incident, a standard practice for use of force investigations.
