Accused El Paso drug dealer fatally shoots teen girl after she allegedly attempts to steal drugs

A 16-year-old girl was fatally shot in the back of the head after she allegedly attempted to rob a drug dealer she met to buy marijuana from, according to an affidavit.

Cesar Alejandro Roa, 23, was arrested March 2, on suspicion of murder in connection with the Feb. 16 death of Jasmine Estrella Adame, according to court documents.

Roa also was arrested in connection with three counts of manufacture/deliver of a controlled substance, and one count each of delivery of marijuana and possession of more than 4 ounces but less than 5 pounds of marijuana.

Adame was found by her friend and her friend's mother in an alley before 8 p.m. Officers arrived at the scene and saw Adame with a gunshot wound to the back of the head and with no signs of life, the affidavit states.

An investigation into the death revealed Adame was with two men and a teenage girl before the shooting.

Police investigators spoke with a person, who is not named in court documents, about the shooting.

The person told officers Adame and Roa arranged a plan to buy marijuana through a person on Instagram who used the name "Middleman," the affidavit states. However, the person claimed Adame intended to steal the marijuana during the drug deal.

The person who was running the "Middleman" Instagram account is not named in court documents.

"Based on the information provided, which investigators deemed to be credible, investigators are not naming the Middleman to protect them from reprisals," the affidavit states.

Officers obtained screenshots of the Instagram conversation between "Middleman" and Roa. They also got a link to a Telegram social media account from Roa's Instagram account.

The screenshots included photos of Roa's location the night of the shooting, the affidavit states. Investigators canvassed the area shown in the photos and found a surveillance camera at a home in the area.

The video showed a black vehicle with "what appeared to be a white rectangular shape affixed to the lower left corner of the rear window," the affidavit states.

El Paso Police Department Narcotics Unit officers then began investigating Roa.

Undercover officers then met with Roa to buy drugs. Officers identified Roa and his vehicle through police databases.

Roa also matched the description of the shooting suspect given to police by witnesses.

The methods used by Roa to allegedly sell drugs to the undercover officer matched the methods used in the drug deal involving Adame, including sending a photo of his location, the affidavit states.

Investigators identified a black 2008 Mercedes C3000 with paper plates in the lower left corner of the vehicle's rear window as Roa's car.

The vehicle was seen parked in front of Adame's house the night of the shooting, the affidavit states.

A search warrant was executed March 2 at Roa's house. Officers allegedly found a black Taurus G2C 9mm handgun and a single 9mm unfired round. The round was the same caliber, brand and color as the spent bullet casing found at the scene of the shooting.

Investigators also found Roa's vehicle, which had the paper license plates removed from the rear window and now had a designated license plate on the vehicle's rear bumper, the affidavit states. Investigators allegedly found glue from tape on the rear window of the vehicle where the paper license plate had previously been.

According to the affidavit, Roa was avoiding using his Mercedes and was instead driving a silver Dodge Journey.

A person, who is not identified in court documents, told investigators that Roa was not at his house the night of the shooting.

Selling drugs to undercover officers

According to affidavits in the drug cases, Roa met with an undercover officer about 9:30 a.m. Feb. 24 to conduct a drug deal. The location of the meeting is not stated in court documents.

Roa allegedly agreed to sell the officer 2 THC disposables.

Once they met at the location, Roa exited his vehicle and walked to the undercover officer's vehicle.

Roa handed the officer two sealed THC disposables, while the undercover officer gave Roa money, the affidavit states.

On Feb. 28, Roe allegedly agreed to sell the undercover officer more drugs.

Roa and the officer met around 10:30 a.m.

The officer got out of his vehicle and walked to Roa's vehicle.

Roa allegedly gave marijuana to the officer, while the officer gave him money in exchange, the affidavit states. Roa allegedly sold the undercover officer 16.1 grams of marijuana.

Officers began conducting surveillance on Roa's home, located in the 2800 block of Castle Hill Circle near Pebble Hills Boulevard in East El Paso, to execute a search warrant.

Roe and another person, 31-year-old Jackie Moncloa, left the house about 10:30 a.m. March 2 in Roa's vehicle and went to a Murphys USA gas station to pump gas, the affidavit states.

Roa exited his vehicle and began to pump gas when officers approached him and Moncloa. Both Roa and Moncloa were arrested. Moncloa was arrested in connection with outstanding traffic warrants, the affidavit states.

Once Roa was arrested, officers executed a search warrant at his house.

Officers found a black safe lock box in a closet in one of the bedrooms.

In the lock box, officers allegedly found 36 "cake" disposables containing more than 36 grams of THC; 29 "Jetter Juice" THC cartridges containing 29 grams of THC; and 26 "Packwoods" vapes containing 52 grams of THC.

Officers also found multiple clear plastic baggies and packaging containing 166.8 grams of marijuana, the affidavit states.

Officers also allegedly found six mini zip lock baggies inside a zip lock bag in the lock box containing about two grams of cocaine.

A digital weight scale with a white powdery substance, multiple mini zip lock baggies, and $3,373 were also allegedly found in the lock box.

A cylinder containing creatine monohydrate, used as a cutting agent for drug traffickers, was also found inside the closet, the affidavit states.

Officers also allegedly found 5 "Packwoods" cartridges containing 10 grams of THC inside a Versace duffle bag in the closet.

Roa was booked March 3 into the El Paso County Jail on a bond totaling more than $1 million, jail records show. He has yet to post bail as of March 22, according to jail logs.
