Accused NSB rooster killer arrested in Missouri; authorities plan extradition to Florida

Joseph Walters, the man accused of "brutally" killing a rooster on Flagler Avenue last month, has been taken into custody, police said Monday.

Walters, 24, was arrested in St. Louis a few days after authorities identified him through tips received from the public.

The suspect is now pending extradition to Florida, where the State Attorney's Office will likely charge him with felony animal cruelty with a $15,000 bond.

On July 25, Walters was allegedly caught on camera "luring the bird close to him, then quickly picking it up, slamming it onto the sidewalk twice, then stomping on the body," according to New Smyrna Beach police.

According to state statute, "a person who intentionally commits an act to any animal … which results in the cruel death, or excessive or repeated infliction of unnecessary pain or suffering, or causes the same to be done, commits aggravated animal cruelty," a third-degree felony.

In addition, Ponce's Law allows for a Florida judge to prohibit a convicted animal abuser from “owning, possessing, keeping, harboring or having custody or control over any animal for a period of time determined by the court.”

Walters could face a sentence of up to five years in prison and/or a fine of $10,000 if convicted.

It is yet unclear when Walters will be extradited to Florida. The News-Journal has reached out to the State Attorney's Office for comment.
