On the Agenda: Israel peace resolution, Emeralds stadium bond measure, Eugene budget

The conceptual design of the proposed 4,200 capacity Emeralds' stadium and multiuse facility at the Lane County Fairgrounds.

This week, Eugene city councilors are scheduled to vote on whether to pass a formal resolution asking the federal government to work toward peace in Israel, consider budget adjustments, and decide whether to send the proposal to build a new baseball stadium for the Emeralds to voters.

The Lane County commissioners are slated to vote on a new contract for the county's physicians, soil erosion policy and a task force assigned to find public safety funding. Lane Transit District directors are scheduled to evaluate their general manager.

WORK SESSION

When: 5:30 p.m., Monday Dec. 11

What: Eugene city councilors will vote on whether to direct city staff to begin identifying and assessing industrial public health hazards and analyze their risks. This would be the first step toward implementing risk bonds, a proposal to require industrial polluters to pay into a city fund that would be used to clean pollution such as what's been caused by J.H. Baxter.

Next, city councilors will vote on a resolution requesting the Biden-Harris administration and Oregon's congressional delegation work towards peace in Israel and Gaza.

What: Eugene city councilors will vote on whether to send a bond measure to Eugene voters to pay for part of the Emeralds' stadium, pending funding confirmation from Lane County. Then they will hear a report on the economic impact of the nonprofit arts & culture industry in Eugene.

MORNING SESSION

When: 9 a.m., Tuesday, Dec. 12

What: Lane County commissioners will discuss the draft Capital Improvement Plan, which outlines the list of construction projects county staff recommend commissioners prioritize. Next, they will vote on which commissioner should represent Lane County to the Association of Oregon Counties.

Then commissioners will respond to an application from the regional Goodwill chapter to receive bonds to repair its buildings in Eugene and Anchorage, Alaska and vote on setting a public hearing for community feedback on the proposal.

Next commissioners will vote on a new contract for Lane County's physicians. Lastly, they will be presented with an update on projects funded by the Lane County Parks Levy voters approved in 2022.

AFTERNOON SESSION

When: 1:30 p.m., Tuesday, Dec. 12

What: Lane County commissioners will continue a public hearing and vote on a proposed soil erosion policy. Next, they will vote on a proposed code amendment to give Lane County liens priority over other liens and to increase the time for zoning and application reviews from 10 calendar days to 10 business days.

Next, commissioners will vote on whether to extend a set of Springfield code amendments including removing parking minimums to unincorporated land in Springfield's urban growth boundary. Then commissioners will hear a report on fatal crashes in Lane County.

MORNING SESSION

When: 10:30 a.m., Wednesday Dec. 13

What: Lane County commissioners will vote on creating a new task force to identify ways to increase public safety funding.

What: LTD directors will hear public comment. Next, they will vote on contracts for the dispatch and tracking of their vehicles and tire purchases and repairs. Then they will vote on the proposed purchase of 38 replacement buses. Lastly, directors will vote on the evaluation of LTD CEO Jameson Auten.
