Aldermen to act on public works HVAC, Danville Stadium roof

Sep. 26—DANVILLE — Due to timing issues, the Danville City Council's Public Services Committee Tuesday night will be acting on some public works items including a heating, ventilation and air conditioning upgrade at the Danville Public Works Facility.

The committee meets at 6 p.m. Tuesday, Sept. 26 at city hall, 17. W. Main St.

The $718,000 contract with Davis-Houk Mechanical of Urbana is for Phase I and Phase II HVAC upgrade to the Danville Public Works Facility at 1155 E. Voorhees St.

According to the city resolution, the facility was constructed by Illinois Power in the mid-to-late 1960s. It was renovated by the city in 2007 "when upgrades were done to the original HVAC system to prevent a total replacement. After many issues with the system during 2021 and 2022, an HVAC replacement study was completed by GHR Engineering and Associates on Nov. 9, 2022, finding the current HVAC system to be at the end of its service life."

The city council in March approved a $138,082 professional services agreement for design and assistance with the system replacement with GHR Engineers and Associates Inc. of Champaign.

There were four bidders on the HVAC upgrade. They also included: $730,000 from Reliable Mechanical, $825,000 from Helm and $864,400 from United Mechanical.

In other business, the committee will consider:

* Authorizing advisory and accounting services and authorizing a $70,000 budget amendment for Fiscal Year 2023-2024 for the treasurer division. The cost is for Martin Hood LLC of Champaign, a licensed certified public accountant firm, to provide bank reconciliation services to the city, for July 2022 to current, to reconcile the amount of cash in bank on the city's books with the amount of cash in bank shown on the bank statements. The agreement states "this service is limited in scope and is neither designed to nor intended to deter or discover fraud, embezzlements or any other irregularities." The services will be billed at an hourly rate of $145 per hour or $250 per hour for any supervision and management of the project. Funding comes from the city's general fund reserves.

* A $238,053 contract with Midwest Asphalt for the Danville Stadium roof replacement. The roof sustained storm damage in the spring with the windstorm, said Mayor Rickey Williams Jr. The city's insurance assessed the damage and provided reimbursement for initial emergency repairs to secure the structure and an additional $162,299 for permanent repairs on approximately 1/3 of the roof that was lost/damaged in the storm. Due to the remaining life left in the rest of the roof, the city requested proposals for the repair and replacement of the entire roof, according to city officials. The other bid was $355,295 from McDowell Builders.

* A lease, from Jan. 1, 2024 to Dec. 31, 2028, of Winter Park softball fields, concession and maintenance building to Danville Area Community College. The ball fields will be used by the DACC ladies fast-pitch softball team, and recreational slow pitch softball teams and periodical softball tournaments and similar events. All gross revenues received by DACC in connection with the activities associated with the use of the ball fields including but not limited to fundraisers, sale of souvenirs, as well as proceeds from concessions and sponsors, shall belong to DACC. DACC will pay the city $1 per year during the term of the lease.

* Danville Mass Transit Title VI Program submission for the Federal Trade Administration for federal funding.

* Authorizing purchase of a 2022 Ford Explorer police vehicle with K9 up-fitting for $55,000 from the Village of Tilton; and application and acceptance of the Illinois Department of Transportation Sustained Traffic Enforcement Program (STEP) Grant for traffic enforcement and safety details.

* Safety training and compliance software renewal and additional online training software from Velocity EHS and authorizing a Fiscal Year 2023-2024 budget amendment. The cost is $37,708, which includes $25,038 for the renewal and $12,670 for the additional software.
