“She was a scholar as well as an athlete, and she was an amazing sister to her siblings,” Davida Huntley said.

Huntley said that from what the family understands, a group of teens started hanging out in Collier Park and then went to Mechanicsville.

“There supposedly was a shooting there, (so) they moved from that scene to this one, and then this incident took place,” Huntley said. “They are all just wanting to have a good time.”

Police said Powell and the other victim were innocent bystanders.

Mayor Andre Dickens had a message for young people this summer.

“We want you to be safe. We want you to make quality decisions about where you spend your time and who you spend your time with,” Dickens said. “Late in the evening, after midnight, being able to figure out a way to get back home vs. finding another destination to hang out and party.”

Anyone who may have information on the shooters is asked to call Crimestoppers.
