When should Americans expect a second coronavirus stimulus check?

Many Americans received a $1,200 stimulus check to help during the economic downturn caused by the novel coronavirus, but will Congress issue a second one?

The House of Representatives passed the Heroes Act last week, a $3 trillion bill that would provide another $1,200 for individuals making less than $75,000, or $2,400 for couples making less than $150,000. House Speaker Nancy Pelosi, D-San Francisco, has called it the Democratic starting point to outline the party’s priorities.

Senate Majority Leader Mitch McConnell, R-Kentucky, has indicated he will not take up that bill in the Senate, meaning it’s unlikely to reach President Donald Trump in its current form. McConnell has said he thinks another aid bill is likely necessary.

“The president and Senate Republicans are going to be in the same place. We will let you know when we think the time is right to begin to move again,” McConnell said on Fox News. “I think there’s a high likelihood we’ll do another bill.”

Democrats and Republicans will have to start negotiations again before another coronavirus aid package can become law. That seems unlikely to happen until June.

The House is out this week, though Pelosi has been at Capitol Hill, and the Senate is out next week due to a scheduled district work period the week of Memorial Day.

Negotiations could continue even with both chambers out, and leadership could call members of Congress back for emergency votes.

Lawmakers could be motivated to move more quickly if previously allocated coronavirus relief money runs out.

The business loan program known as the Payment Protection Program likely won’t run out of funds until June, some lending banks have indicated, though the exact date is unknown. While a first round of funds ran out quickly and Congress put $310 billion more into the program in late April, the Small Business Administration has doled out assistance much more slowly this time around.

An SBA spokeswoman did not respond to a question on if they had a more specific date they thought funds would run out, but pointed to figures updated May 16 that showed the SBA has approved about $92 billion in loans so far.

Neither McConnell’s nor Pelosi’s offices returned a request for comment on how high of a priority another round of stimulus checks are.

Trump’s administration has also not given a definitive answer on whether the president supports another round of stimulus payments.

If Congress and Trump approve a second round of stimulus checks, it’s unclear how long it will take the Internal Revenue Service to distribute the checks a second time. The first round took anywhere from a few weeks to months, depending on various factors.

“We can’t speculate on hypotheticals,” said David Tucker, a spokesman for the IRS.
