JOSEPH FREDERICK: This is AP "News Minute." Donald Trump's historic second impeachment trial opened in the Senate Tuesday with a debate over whether it's constitutional to prosecute a president who is no longer in office. Meanwhile, Democratic Senate Majority Leader Chuck Schumer said the trial will not delay work to pass President Biden's COVID relief plan.

Iranian president Hassan Rouhani reiterated Tuesday the US must take the first steps to honor the international nuclear deal. President Biden has said the US will not make the first move. Israel's prime minister said Tuesday that Golan Heights will remain under Israeli sovereignty. The comments came a day after the US expressed reservations about Israeli control over the territory.

Boats docked in the Marina North of Amsterdam were covered in swirling sheets of ice on Tuesday. Parts of Europe have been gripped by a deep winter freeze since the weekend. Forecasts predict subzero temperatures will last over a week. Joseph Frederick, the Associated Press, with AP "News Minute."
