Ashburn Restaurant Inspections: Dead Flies In Whiskey Bottles

ASHBURN, VA — Several restaurants around Ashburn and eastern Loudoun County were cited with violations during recent inspections by the Loudoun County Health Department. The most recent round of inspections took place from Dec. 1 to Dec. 6.

As coronavirus restrictions continue to fluctuate, health inspectors are returning to conduct restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

Here are the most recent inspections from the Ashburn area, according to the Loudoun County Health Department.

    • Date inspected: Dec. 1

    • Total violations: 2

      • The facility was not able to produce verifiable means of an employee health reporting policy that has been signed by all employees (only one signed - by a manager).

      • The facility does not have a policy/procedure readily available that details the proper clean-up of diarrheal or vomiting events.

  • Masa Luna, 209- A East Holly Ave Sterling, VA 20164

    • Date inspected: Dec. 1

    • Total violations: 3

      • Toxics - Restricted Use Pesticides - Criteria Comments: Observed Spray Can of of RAID Wasp and Hornet Killer labeled for residential use/outdoor use only in area behind register.

      • Observed Thermometer in 2 Dr Prep Top to be broken.

      • The walls and floor of the back of house are noted in need of a slight cleaning.

  • O’Malley’s /Grandpa Hank's Jamaican Kitchen(Holiday Inn Dulles), 45425 Holiday Dr Sterling, VA 20166

    • Date inspected: Dec. 1

    • Total violations: 3

      • Observed a fresh layer of a mold like substance in the ice bin and condensed milk from breakfast service on can opener before dinner preparation began.

      • Observed High Temp Dishwashing Machine in back of house to have incorrect display and maintenance indicator lit up.

      • Facility was observed to not have proper testing kits for preferred methods of sanitization.

  • Ridgetop Coffee & Tea, 21631 Ridgetop Circle #100 Sterling, VA 20166

    • Date inspected: Dec. 1

    • Total violations: 1

      • Two containers containing cleaners, and sanitizers were found without identifiable information.

  • Primrose School of South Riding, 43705 Eastgate View Dr Chantilly, VA 20152

    • Date inspected: Dec. 1

    • Total violations: 6

      • There is no test kit available for the quat sanitizer, and the test strips for the chlorine sanitizer expired in 2020.

      • A thawing frozen pasta product labeled as needing to be heated to 165°F for food safety purposes is stored on top of ready to eat deli meats in the two door cooler.

      • When placed in an ice water bath the food thermometers read 13°F and 40°F.

      • According to the date mark the deli turkey should have been discarded yesterday (marked 11/24).

      • The food service worker was observed repeatedly lathering with soap for less than 10 seconds when washing their hands.

      • The Person in Charge has not ensured that food service workers are trained in food safety as it relates to their duties - the food service worker was observed using out of calibration food thermometers and using expired chlorine test strips to test quat sanitizer.

  • Air France Lounge A-22, 1 Saarinen Cir. Dulles, VA 20166

    • Date inspected: Dec. 2

    • Total violations: 3

      • Fruit that was available for customers to eat off of at the buffet line were noted as not protected by a sneeze guard at previous routine inspection. Said fruits are now individually wrapped. However at today's follow up inspection there is a large plate of cookies and muffins out on the buffet not protected from a sneeze guard.

      • Time control written procedures are not sufficient. The PIC filled out the provided template with "N/A" under methods for tracking the time the TCS (time/temperature control for safety) foods are being held under time control.

      • Raw shell eggs are stored above fruit in the walk in cooler. this was noted at the previous routine inspection.

  • Hot Pot Legend, 20462 Exchange St Ashburn, VA 20147

    • Date inspected: Dec. 2

    • Total violations: 7

      • Six bottles of whiskey observed with several dead fruitflies in them in the bar.

      • Chicken broth, pork broth and mushroom broth registered at 116°F, 117°F and 126°F in pots on the food prep table. Said food had been in said location for more than 2 hours.

      • Several food items such as marinated beef, pork meatballs, beef meatballs, fish, calamari and shrimp registered between 43°F to 46°F in the reach in refrigeration unit. Said unit was open during the lunch time. Said unit registered at 55°F.

      • Fried chicken and cooked beef that was cooked two days prior observed without date marking.

      • Several live fruitflies observed in bar area.

      • Wet wiping clothes observed on food prep table and counters.

      • In-use utensils improperly stored between use.

  • Firehouse Subs, 20455 Easthampton Plaza Ashburn, VA 20147

    • Date inspected: Dec. 2

    • Total violations: 1

      • Low boy refrigeration unit inside and the outside of its door observed dirty and with food debris.

  • Agni Indian Cuisine, 46005 Regal Plaza #140 Sterling, VA 20165

    • Total violations: 8

      • There is no certified food protection manager on duty. The chef was not able to provide a certificate.

      • This facility does not have verifiable means of an Employee Health Reporting Policy.

      • The facility does not have a known policy/procedure for the proper clean-up of vomit or diarrhea.

      • No hand towels were observed in the bathrooms.

      • Multiple pots, pans, containers were found with dried food debris on them while stored.

      • Basmati Rice was found hot holding in a rice cooker at improper temperature (124F).

      • No date marking was observed within the facility.

      • Surfaces of reach-in coolers on the line as well as the upright at the back of the kitchen have substantial residue accumulating on them.

  • Bracket Room, 1 Saarinen Cir. Dulles, VA 20166

      • The one hand sink at the bar is blocked by stacked bar mats and other wares from the bar. The bartender had utilized the hand sink to wash said items.

      • EHS observed a metal shelf above the prep table in the back kitchen used to store utensils such as scoops, ladles, and a meat mallet. The utensils were observed dirty with dried on food debris. The shelf was also observed dirty.

      • The low temp dish machine in the kitchen is not feeding sanitizer through the machine. Wares are not getting sanitized when run through the dish machine.

  • Robeks Fresh Juices and Smoothies, 21012 Southbank St Sterling, VA 20165

      • A spray bottle with bleach water in it was found with no label.

  • Sahara Lebanese Cuisine, 49650 Community Plaza #109 Sterling, VA 20164

      • Observed Tor Rey 2 DR Upright Cold Holding Unit to be holding an ambient temperature of 54F.

      • Inspector observed Milk at 54F and Cheese Sauce at 54F. Temperatures were recorded before doors opened to public. Items reflect overnight temperature.

      • Observed slight accumulation of food debris in the microwave.

  • Finnegan’s Bar & Grill, 44050 Ashburn Village Shopping Plaza #199 Ashburn, VA 20147

    • Date inspected: Dec. 3

    • Total violations: 8

      • Observed raw hamburger patties stored above par-cooked steak and raw steak in walk in cooler, and raw shell eggs, raw hamburger and raw steak stored above ready to eat sauces and hot dogs in 2 door reach in cooler.

      • There is no available chlorine sanitizer at bar dish machine, bar glasses and wares are not being sanitized. Chlorine sanitizer tested at 0ppm.

      • The following house prepared ready-to-eat food items were not discarded by the ""consume by"" date: tarter sauce, coleslaw dressing, balsamic dressing, honey mustard, mushroom sauce, gravy, pork sauce, spinach dip, chicken soup. Discard dates ranged from September 25th through December 2nd.

      • Observed 2 spray bottles of quat sanitizer at well above maximum safe range of 400ppm.

      • Observed cutting board near hot holding unit is no longer cleanable, board is deeply scored and stained.

      • Observed no test strips available to measure quaternary ammonium sanitizer solution.

      • Observed the following in need of detail cleaning: floors beneath all fixed equipment and ceiling vent above 1 door reach in.

      • Observed a considerable amount of maintenance tools, chemicals and equipment stored in kitchen that is unnecessary to the kitchen operation.

  • Jersey Mike’s Subs, 20070 Ashbrook Common Plaza #197 Ashburn, VA 20147

    • Date inspected: Dec. 3

    • Total violations: 4

      • The reach in display case refrigeration unit observed dirty with old food debris.

      • Date marking not provided to tuna salad in the reach in display case refrigeration unit. As per the PIC said tuna salad was prepared a day prior.

      • Handwashing facility in the front food prep/service area observed without paper towels.

      • The food establishment does not have written procedures for cleaning up vomiting or diarrheal events that happen in the facility.

  • Social House Kitchen & Tap, 42841 Creek View Plaza #145 Ashburn, VA 20147

    • Date inspected: Dec. 3

    • Total violations: 6

      • Observed raw chicken in box with raw beef.

      • Non-continuous cooking is being use with boneless chicken and chicken without being able to provide the written documentation.

      • Observed cut lettuce 51F in prep cooler 2, shredded cheese in prep cooler 1 46F, and raw chicken tenders with a prep date of 11/27 45F at improper cold holding temperatures.

      • Observer penne pasta with a date mark of 11/21.

      • Observed salmon thawing in reduced oxygen packaging.

      • Observed there was no test strips for the quaternary sanitizer.

      • Observed one of several handwashing sinks in the back of house to be freshly out of paper towels.

      • Raw marinated chicken placed next to bags of ready to bread and tortillas in low boy refrigeration unit in kitchen.

      • Raw marinated pork registered between 44°F to 46°F in deep plastic container tightly packed, in the walk in refrigerator. Said meat was marinated a day before and had been placed in said unit since yesterday. Said unit registered at 41°F.

  • Whole Foods Market, 19800 Belmont Chase Dr #160 Ashburn, VA 20147

      • Observed paper towels not accessible.

      • Observed sliced turkey 92F, 117F, & 134F, Peruvian chicken 96F, 105F, tomato soup 90F, and tortilla soup 102F at an improper hot holding temperature.

    • Total violations: 4

      • Establishment has employees on staff who have not signed the employee health policy.

      • Dish machine is not producing a measurable amount of sanitizer.

      • The sautéed mushrooms, chili, and bacon fondue were not reheated to a sufficient temperature and time to eliminate pathogenic bacteria.

      • Food items in the salad prep unit and pizza prep unit cold holding at improper temperatures.

  • China Village, 32 Pidgeon Hill Dr Sterling, VA 20165

    • Date inspected: Dec. 6

    • Total violations: 4

      • An open coffee mug was found in use on the cooking line stored next to the to-go containers.

      • Utensils were found stored in the hand sink next to the cooking line. The hand sink was also blocked by a large cauldron that was cooking rice.

      • A container of raw cracked eggs was found stored over ready-to-eat sauces in the low boy cooler on the line.

      • Tempora Chicken and Lomein noodles were found without labels in the walk-in cooler

  • Halal Guys(The), 44060 Pipeline Plaza #102 Ashburn, VA 20147

    • Date inspected: Dec. 6

    • Total violations: 9

      • The Person in Charge has not ensured that staff are monitoring food temperatures of cooking and cooling foods. The only thermometer available for use is an infrared thermometer.

      • When asked, the Person in Charge was not able to provide verifiable documentation that all on-duty staff have been trained on employee health policy.

      • The Person in Charge was not able to describe or locate the procedures for responding to vomiting events.

      • A food service worker was observed eating at the start of the inspection.

      • A water pitcher is stored in a hand sink.

      • Packaged chicken that is thawing or tempering prior to being chopped is stored on a prep table.

      • Facility staff are using an infrared thermometer for monitoring food temperatures.

      • Packaged foods that are directly accessible by the customer do not bear the required labeling.

      • The test kit the facility has for measuring the concentration of the quaternary sanitizer expired in January 2020.

  • Aloft Hotel RE: Fuel, WXYZ Bar, 22390 Flagstaff Plaza Ashburn, VA 20148

    • Total violations: 6

      • The inner panel of the ice machine observed with accumulation of black mildew. Said ice use for consumption by the customers.

      • Sanitizer test kit to measure the concentration of sanitizer not provided.

      • Date marking not provided to some of the food items such as cottage cheese and yogurt.

      • The food establishment does not have written procedures for cleaning up vomiting or diarrheal events that happen in the facility.
