Ashburn Restaurant Inspections: The Zone, Whole Foods, Nando's

ASHBURN, VA — The Loudoun County Health Department recorded several violations at restaurants around the Ashburn area during recent inspections. The most recently published inspections occurred between April 20 and April 26.

Many COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

Here are the most recent restaurant inspections in the Ashburn area, according to the Loudoun County Health Department.

    • Date inspected: April 20

    • Total violations: 6

      • Observed Bean Paste at 75F stacked on top of the 2 dr prep top in the back of house prepared in the morning ~3 hours ago.

      • Observed Bean Paste at 75F after several hours and various other items in containers stacked on top of containers in 2 dr prep top.

      • When asked, the Manager was not able to locate a food thermometer.

      • Several Food Items are unlabeled in the Walk In, including the house made Atoli

      • Observed 2 sets of tongs on oven handles touching oven, observed rice scoop on top of rice maker.

      • Observed 2 mops inverted pressed against backwall in storage closet creating black mold like substance against wall.

    • Total violations: 9

      • Observed in deli area a variety of deli meats uncovered in reach in coolers.

      • Observed slicer in kitchen with a food residue.

      • Observed high temperature not reaching minimizing sanitizing temperature on test plate of 160F or more.

      • Observed breaded chicken 48F and was placed in blast chiller at 5:30am.

      • Observed meatballs 120F at an improper hot holding temperature.

      • Observed feta 45F on buffet at an improper cold holding temperature.

      • Observed in blast chillers metal containers of food being directly stacked on top of other foods in the blast chiller.

      • Observed metal pans that were stacked together and still wet.

      • Observed the sanitizer not attached to device that mixes sanitizer and water.

      • EHS observed TCS (time/temperature control for safety) foods (cooked cabbage, cooked lamb, string beans) cold holding at improper temperatures in the walk in cooler.

      • During the inspection, employees did not have signed documentation stating they were informed their responsibility to report information about their health and activities as they relate to diseases that are transmissible through food.

      • Written procedures on how to clean up vomit or diarrheal fluids were not present in the establishment at the time of the inspection.

      • Hand sink located in kitchen did not have hand drying provision available for kitchen staff.

      • Observed onions stored on the ground in the kitchen.

      • Meat slicer in the kitchen was observed with leftover debris from previous use.

      • Plumbing pipes under prep sink in kitchen was observed leaking with hot water use.

      • A sign or poster that notifies food employees to wash their hands is not provided at handwashing sinks in the restrooms used by food employees.

      • Several trays of food items observed unwrapped or uncovered in the walk in refrigerator.

      • Person in charge (PIC) does not know how to properly test concentration of chemical sanitizer. PIC is not ensuring that consumers are properly informed that some menu items may be raw or undercooked.

      • There is no certified food protection manager at the facility.

      • There is no verifiable documentation of an employee health policy in the establishment.

      • No documentation present for cleanup procedures for vomiting and diarrhea

      • No handwashing signage provided in either the men's or women's restrooms, or at the bar hand sink

      • No paper towels provided at the handsink in the bar.

      • Handwashing sink in the dishwashing area is blocked

      • No documentation provided that states that fish (salmon, snapper, ahi tuna) which may be served raw or undercooked have undergone parasite destruction OR have been farm raised and pellet fed.

      • Raw animal food stored over ready-to-eat food in the refrigeration unit.

      • Food items cold holding at the service station by the entrance to the hot kitchen cold holding at improper temperatures.

      • TCS food items in the hot kitchen that were prepared more than 24 hrs ago are not date marked for disposition.

      • No consumer advisory statement provided on the online menu.

      • Improper methods used to thaw ROP ahi tuna.

      • Employees not routinely inspecting the premises for presence of pests. Harborage conditions exist for pests.

      • Cockroaches, flies, and evidence of mice observed in the establishment- PIC states that there is no regular pest control taking place.

      • Dish machine is nonfunctional, in a state of poor repair.

      • Hand sink in women's restroom not functioning properly

      • Physical facilities are not being cleaned at a frequency necessary to prevent accumulation of food residue, dirt, debris. Large spill of beer in keg cabinet nearest entrance to storage area of the bar. Accumulation of rodent excrement, food residue, and trash behind shelves in the service area outside of the hot kitchen. Accumulation of grease, dirt, and food residue underneath the dish machine.

      • Large hole present in the ceiling above the 3 compartment sink.

      • When tested the low temperature dish machine sanitizer concentration registered at 0ppm. Wares not getting sanitized at the low temperature dish machine. EHS observed sanitizer bin close to empty.

      • Facility packages mixed nuts into small covered containers and has them available to customers in a "grab and go" setting. Containers of nuts are not labeled in any way.

      • HS observed TCS (time temperature control for safety) foods cold holding at improper temperatures in the grab and go open air cooler. Chicken wrap 54F tuna sandwich 49F turkey sandwich 49F. PIC (person in charge) stated that all of the sandwiches had just been loaded into the cooler however the ambient air thermometer of the cooler is running high (43-45F) PIC to adjust cooler as necessary and follow up with EHS on corrections.

      • Fried cauliflower in low boy refrigerator registered at 47-50°F in kitchen. The lower section of said unit registered operating at 47°F. As per the PIC, the said food had been in said unit overnight.

      • EHS observed containers of raw pork and raw beef stored over ready to eat foods in the low boy cooler on the cook line. EHS also observed a large bowl of raw pork stored over a box of orange juice in the walk in cooler.

      • Facility is packaging (bottling) juice. Carrots are juiced fresh in house and bottles are sealed. Ginger lemon juice is obtained pasteurized and re-bottled by facility (sealed bottles). Juice bottles are not labeled in any way. Juice bottles are offered to customers in a "grab and go cooler" at the front counter.

      • Facility is packaging slices of cake and offering them in a "grab and go" type setting (glass door cooler near dining room/ front counter). The packaged slices of cake do not have ingredient labels.

      • EHS observed a knife stored between two prep tables (visibly dirty between tables) and rice scoops and wooden spoons stored in room temperature water near the rice cooker at the start of the inspection.

      • EHS observed two orange home depot buckets used for the storage of sauces in the walk in cooler.

  • Dulles Cafe Express, 4430 Mercure Circle #115 Sterling, VA 20166

    • Date inspected: April 26

    • Total violations: 5

      • Observed Soiled mop on floor in back of house in corner not air drying.

      • Observed In use tongs stored on unclean pan under oven being used to plate chicken/pasta.

      • The in house prepared Bean Paste, house sauce (tcs), and Cooked Rice w/Steamed vegetables were not date marked after opening with a date or time that exceeds the maximum holding time as allowed by law.

      • 3 Basin's bleach/cl based sanitizer was 500ppm. Tested twice.

      • Observed Handwashing sign to be labeled, but with no directions or reminders to wash hands.

    • Total violations: 1

      • Observed Handwashing sink (1/3) in the back area by the Walk Ins to be out of service, with signage stating so. Per code, 2230 adequate functional handwashing sinks are necessary as specified under 2280.
