Authorities identify man killed by police and officer who shot him on Oct. 7 in Menasha

MENASHA – The Wisconsin Department of Justice has identified a man who was fatally shot by police Oct. 7 in Menasha, as well as the officer who shot him.

Kenneth R. Blevins Jr., 43, was killed in the encounter with law enforcement.

Around 3:08 p.m. Oct. 7, officers from the Menasha and Fox Crossing Police departments responded to a domestic dispute in the 1100 block of Geneva Road. They encountered "a male subject armed with bladed weapons," according to a news release from the Wisconsin Department of Justice.

Menasha Police Officer Derrick Rotta fired his weapon at Blevins during the incident, according to the DOJ. He has been placed on administrative leave, per department policy.

Rotta has over four years of law enforcement experience, the DOJ said.

Blevins died at the scene, according to the DOJ. No law enforcement officers were injured in the incident.

The state Department of Justice Division of Criminal Investigation is investigating the incident, with the assistance of the Wisconsin State Patrol, the Winnebago County Sheriff's Office, the Neenah Police Department and a DCI Crime Response Specialist, according to the DOJ news release.

After DCI finishes reviewing evidence, it will turn its investigation reports to the Winnebago County District Attorney, who will make a determination about if anyone will face charges for the shooting.
