July 9 meeting

KEY ACTION Tim Thompson, of Carroll Asphalt, was in attendance at Saturday's meeting and noted the company is "about a month out" from starting chip and seal on Nageley Road.

DISCUSSION: A Nageley Road resident talked about an area of road that may need to be addressed prior to the chip and seal being done. Thompson said he can go over the area where the catch basin was installed before resurfacing the entire road. The bridge can also be chip and sealed, Thompson said.

OTHER ACTION

• Motion was passed to hire Daryn Waligora, of Family Values Lawn and Garden, to complete mowing and weed eating at $30 an hour. Mayor Mike Ohler said Family Values would be using their own equipment and gas and he felt that was a fair price.

• Agreed to raise the wage of street maintenance worker to $18 per hour. Someone is still needed for road plowing and salting in the winter.

• Passed a resolution to allow a 5 mill, 5-year levy to be placed on the November ballot. Solicitor JJ Ong said he will file the paperwork with the county. The levy will bring in $16,579, according to county auditors if passed. The last levy tied at 7-7.

• Ohler said he heard that mosquito spraying by the Tuscarawas County Health Department will be done the week of July 11, weather permitting. Those with respiratory issues should keep their windows closed until that is completed. Ohler said he was told that Barnhill has one of the worst areas for mosquitos with 200-plus mosquitoes per trap.

• Council President George Smart said he has sold his home and will be moving out of the village. This will leave an open seat on council. Anyone interested can attend the next meeting.

• Ohler said according to the Tuscarawas County Office for Economic Development, the $500,000 has been set aside to address dilapidated structures in Tuscarawas County. They are waiting on a Grant Agreement before it is known how the finances will be distributed. Ohler said it is supposed to be first come, first serve, but that remains to be seen. Two Barnhill structures are on the list to be torn down, one on the corner of Nageley and Barnhill Road and one on Cherry Street.

• Ohler learned that the second payment of American Rescue Act funds should be issued by July 15. The village is using these funds to pay for Fire and EMT Services.

• Ohler asked Ong to look into House Bill 377 which can assist Appalachian Counties with funding for infrastructure, hiring wages and more. Ong said that is administered through OMEGA so he will check with them about it.
