Baton Rouge mayor names new chief of staff, assistant chief administrative officer

BATON ROUGE, La. (BRPROUD) — Mayor-President Sharon Weston Broome announced Tuesday that she had hired two women to fill two senior-level vacancies, one being the first Black woman to serve in her position over Public Works.

Julie Payer will serve as Broome’s Chief of Staff and Trina Hall will serve as the Assistant Chief Administrative Officer over Public Works.

“I am delighted to welcome Julie Baxter Payer and Trina Hall into their new roles within our administration,” Broome said. “Julie’s exemplary record in public service and legal affairs, combined with Trina’s extensive experience in accounting, management, and education, make them invaluable assets to our team. Their appointments reflect our commitment to harnessing diverse expertise and perspectives to enhance the governance of Baton Rouge. Together, we will work diligently to address our community’s challenges and seize opportunities, ensuring a brighter and more prosperous future for all our residents.”

Hall has worked as the Assistant Public Works Director since 2014. She led financial and management matters for all six departments. She has almost 30 years of accounting experience, 23 years of teaching experience and seven years of military experience. She has worked as an adjunct instructor at Upper Iowa University, the University of Phoenix and Everest University, according to the mayor’s office.

The mayor’s office said she is the first Black woman to serve as Assistant Chief Administrative Officer over Public Works.

“I am honored and excited to take on the role of Assistant Chief Administrative Officer over Public Works,” Hall said. “With my extensive experience in accounting, education, and military service, I am committed to bringing a comprehensive and efficient approach to managing our City-Parish’s public works. Serving Baton Rouge in this capacity directly allows me to contribute to our community’s infrastructure and well-being. I look forward to collaborating with Mayor Broome and the rest of the team to ensure our public works are managed effectively, transparently, and with the best interests of our residents in mind.”

Payer has lived in Baton Rouge for 30 years and has worked as a lawyer, an award-winning investigative television reporter and a public servant, the mayor’s office said. She most recently served as Deputy Secretary of the Louisiana Department of Veterans Affairs. She helped in flood recovery efforts as Deputy Chief of Staff for former governor John Bel Edwards.

“I am honored to serve as Chief of Staff for Mayor Broome,” Payer said. “This role presents an exciting opportunity to contribute to the growth and well-being of Baton Rouge and East Baton Rouge Parish, a community I deeply care about.
