A Bloomington man is accused of drowning two puppies in his bathtub

A Bloomington man is charged with four felonies in connection with the deaths of two puppies he owned and told police he killed by drowning.

Connor David Alexander Lappin, 29, 2849 S. Walnut Street Pike, faces two counts of torturing or mutilating a vertebrate animal and two counts of failing to properly dispose of a dead animal.

A probable cause affidavit in the case alleges Lappin killed two puppies between late 2021 and February 2022.

Police: Suspect said meth use led to actions

According to a police detective's account, "He (Lappin) said he killed both puppies by drowning them in his bathtub before eventually pouring bleach on them, wrapping them up and burying them in two different wooded locations."

Bloomington Police Department Detective Joshua Burnworth asked Lappin why he did it.

"Connor could not really provide me with an explanation as to why he killed this first puppy other than blaming his decision to do so because of his recent methamphetamine use," the affidavit said.

Lappin said he adopted the second puppy from Bloomington's animal shelter on Feb. 10, and killed it about a week later because it urinated in his house. He also blamed meth use in that instance.

An animal control officer and police investigated after an acquaintance reported overhearing Lappin telling someone about how he killed the puppies.

Lappin was charged on April 12 and Monroe Circuit Judge Mary Ellen Diekhoff set a $10,500 bond in the case.

Five days earlier, Lappin was arrested and charged with felony intimidation and misdemeanor battery in an unrelated case.
