Bloomington police seek suspect in Wednesday shooting that killed local man

An argument between two men at Kinser Flats apartments ended with one dead and another on the run from police.

Someone called 911 at 4:50 a.m. Wednesday to report that a man had been found dead inside a first-floor apartment. Bloomington Police Department officers started life-saving efforts, according to a BPD news release, until medics arrived.

The victim, 28-year-old Tyshawn Carter, was shot once in the head and died at the scene. An autopsy in Terre Haute on Thursday confirmed the gunshot wound caused his death, according to Monroe County Coroner Joani Stalcup.

Investigators questioned residents and reviewed surveillance camera footage. They determined the men were arguing in a bedroom at the victim's apartment when the suspect reportedly drew a handgun and fired one bullet at the victim, who collapsed to the floor.

Witnesses told police the suspect then fled the apartment with the gun.

BPD Capt. Ryan Pedigo said no further information will be released as the investigation continues.

"Little more is known about the suspect at this time, and investigators are attempting to positively identify him," the news release said.

Kinser Flats, at the corner of Kinser and Gourley pikes on Bloomington’s north side, opened a year ago. It has 50 federally funded apartments for people who were homeless and are living with substance use disorder.
