Brown County commissioners approve contract with new grandstand entertainment promoter

Brown County has formally signed the agreement with Winterset Concerts, which is the beginning of a three-year agreement with a new company that will organize grandstand entertainment at the Brown County Fair.

Winterset was one of three bidders earlier this summer and outbid Romeo Entertainment, which had organized fair grandstand entertainment for decades.

Winterset, based in Nashville, proposed a fee of $20,000 for 2023 and 2024 and $25,000 for 2025. That is in addition to the fee for the director, plus other expenses for lodging, meals, guest passes and a golf cart for use during the fair.

Brown County commissioners signed the contract Tuesday at the board's regular meeting.

In other action, commissioners briefly discussed a voucher submitted by Fair Manager Rachel Kippley seeking a $22,000 reimbursement. Kippley said the payment, made to the rodeo company, covered the higher payouts at this year's rodeo events. While the higher payouts were approved, she said, a voucher wasn't requested for the county funds to pay the request, so Kippley cut the check from her personal farm account.

Kippley said at the time she made the payment, she discussed her actions with Commission Chairman Duane Sutton.

In other action:

  • Commissioners held the 2023 provisional budget hearing. No public comments were made.

  • Commissioners agreed to set fees for remittance of the county's entire tax file, which was requested by an outside entity. The fee is $125 plus sales tax for an electronic copy or $1 per page plus sales tax.

  • The commission does not meet Sept. 13 as board members will be attending the annual meeting of the South Dakota Association of County Commissioners.
