MACOMB — A new business owner has applied for a downtown revolving loan.

At Monday's Committee of the Whole meeting, Jena Bredeman, DBA JBee Designs applied for a $25,000 Downtown Revolving Loan Fund for five years at 3% interest to support the new business. Mid America National Bank is financing $91,816 of the project, meaning the City is financing 21% of the project.

Jena and husband Blake have purchased 17 East Side Square where the business will be located. The building is a vacant building with apartments above and was purchased for $75,000. The sale closes on Dec. 17.

Bredeman's business is a kitchen and bathroom remodeling company. Bredeman says she has 13 years of experience in the field and relationships with contractors. She has already made her first sale of $45,000 and projects an annual revenue of $500,000.

In other business, Mayor Mike Inman made a proclamation that November is General Aviation Month. He said approximately $9 billion from aviation goes to the state of Illinois each year and that leaders should invest.

The committee reviewed an Emergency Temporary Standard for COVID-19 concerning city employees. The policy includes vaccination, testing and face coverings. According to how it's written, vaccinations are required by Jan. 4, 2022. Those who are not vaccinated will be required to test every seven days. Face coverings will also be required. At this time there lawsuits filed concerning the Department of Labor's Occupational Safety and Health Administration authority to enact the ETS that need to be heard before a movement is made.

It was discussed the city council needs to pass a resolution to use the final tax year 2021 Tax Increment Financing received in 2022. There is an extra $27,604 estimated that has not been budgeted: Downtown Renovation Grant Program, Part-time Salaries, Insurance, Downtown Beautification, Transfer to West Side TIF, and Downtown Development Office. This will be looked at again at the December 6 meeting.

Mayor Inman welcomed everyone out to enjoy Small Business Saturday in Macomb this Saturday.
