Byesville Council approves golf cart use in village

Byesville residents will soon be permitted to use golf carts in the village with some restrictions.

While village council voted unanimously last week to permit the use, it takes 30 days for an ordinance to go into effect, so their use will not be permitted until Sept. 9.

Golf carts will only be permitted after they have been inspected by the police chief and issued a certificate of compliance which they must use to obtain a title and license plate. The inspection fee, which goes into the village's general fund, is $25. Golf carts that have been inspected will be issued stickers that must be displayed on the rear of the vehicle. Those not displaying the sticker may be stopped by officers for the purpose of inspecting the golf cart.

For a golf cart to pass inspection, it must have seatbelts for as many seats and passengers on the cart, appropriate child restraints, two working headlights that must be on at all times the cart is being driven, two working brake lights, two red reflectors in the rear not incorporated with the taillights/brake lights, a rear registration plate light, working left and right turn signals mounted to and facing the front and rear of the cart, a working horn, a windshield, working brake capable of the bringing the vehicle to a safe stop from top speed and a parking brake.

Residents can call the police department to start scheduling inspections.

Drivers of the golf carts must have a valid driver's license and proof of financial liability and be 18 years of age or older. A licensed driver under the age of 18 must have a licensed adult over the age of 21 with them.

Golf carts are not permitted to be used on streets with a speed limit above 25 miles per hour and may only be driven from 6 a.m. to 11 p.m.

There can be no more than four persons on the cart and each person must remain seated and wearing seatbelts.

In other council news:

  • Council approved the purchase of two additional cameras for the park to help deter the vandalism.

  • Village Administrator Brennan Dudley said the South Second Street and North Eighth Street water line projects were substantially completed and they are working on resurfacing both lanes of South Second Street and assessing some sidewalks on North Eighth Street for repairs or replacement.

  • The village has received the new paver and paving has been completed on North Eighth and Greendale streets. . Paving of Meek and High avenues are expected to take place within the next couple of weeks.

  • The village is assessing a plan for the aging storm water infrastructure, which Dudley anticipates presenting at the Aug. 24, council meeting.

  • Dudley said he is working with the Rolling Hills Local School District on an agreement to purchase Byesville Elementary School, and will present a draft agreement to council once one has been reached.

Byesville Village Council meets at the Village Hall the second and fourth Wednesday of every month. The finance committee will meet at the Village Hall on Aug. 24, at 4:30 p.m.
