California commission approves SMUD plan for solar community

The California Energy Commission approved a controversial SMUD plan for a community solar farm. Instead of following the state's new requirement for all new homes to have solar panels, SMUD's plan would effectively block off solar and battery storage for newly built homes in Sacramento by creating a solar farm.
