California lawmakers to vote on Newsom's push to scrutinize, penalize oil refiners

California lawmakers this week will begin voting on Gov. Gavin Newsom's proposal that was originally meant to penalize oil companies when they make too much money off of California drivers . The State Senate's Energy, Utilities and Communications Committee on Wednesday afternoon will vote on the latest version of the governor's proposal, which puts the power to consider, develop and implement what Newsom has called a "price gouging penalty" into the hands of the California Energy Commission, a group of regulators appointed by the governor.
