Should California take over PG&E and other utilities?

California's largest utility PG&E shut off power to millions of people over the course of October and November to avoid starting more wildfires that previously devastated the state. Meanwhile, PG&E said enforcing intermittent power outages could continue for another 10 years as it works to upgrade its system.
