KEY ACTION: Awarded a contract to Wenger Excavating for $623,442 to replace the E. Market waterline and repair the street.

DISCUSSION: Wenger was the lowest bidder with a difference of about $70,000. There are three funding sources for the project: $520,000 from the American Rescue Plan Act, a federal COVID-19 stimulus package and $100,000 from the city's water fund, $70,000 of which will be reimbursed by Stark County. The final cost to the city will be $30,000.

OTHER ACTION:

  • Heard that a parking ban has been set to begin at 5:30 p.m. Wednesday and run through Friday in anticipation of a winter storm.

  • Authorized City Manager Dan Bucher Jr. to redraw a map extending the Designated Outdoor Refreshment Area (DORA) into St. Helena Heritage Park. The playground would be excluded. A DORA is a specific area in which patrons of liquor establishments may consume alcoholic beverages outside after they have purchased a special cup. City council established the downtown DORA in the summer of 2020.

  • Bought extrication tools from Howell Rescue Systems for $18,922 for the Fire Department.

  • Bought road salt from Cargill Inc. for $20,000.

  • Adjourned to executive session to discuss personnel and pending litigation. Upon reconvening, promoted Street Superintendent Gary Hosking to public service director with a $67,000 annual salary.
