Powerful blasts rocked Mykolaiv early in the morning. The city mayor, Oleksandr Sienkevych, said a missile had hit a high-rise building.

Later, photos and video from the city circulating on social media showed rescue crews working at a badly damaged apartment block.

According to the local news outlet Novosti-N, rescuers at the scene are conducting reconnaissance with the help of a quadrocopter, which has already showed that there are people under the rubble who are still alive.

Rescue teams working at the scene include emergency, healthcare, and public service workers.
