Charlotte man arrested again after being caught filming minors in bathroom at minor league hockey game

CHARLOTTE (QUEEN CITY NEWS) — A Charlotte man has been arrested and charged with more than 15 counts of secret peeping, according to Charlotte-Mecklenburg Police documents.

The CMPD report states that on Feb. 24, 61-year-old John H. Cutter was caught videoing a minor in a stall while at Bojangles Coliseum. Detectives say a father, his 11-year-old son and his 12-year-old friend were there for the Charlotte Checkers hockey game.

They arrived around 4:20 p.m. and went to the bathroom before going to their seats. While the father and his son were waiting for the friend to finish, the father told authorities he saw a hand and a recording device like a GoPro go under the stall that the friend was in.

The father told detectives that when the friend exited the stall and another man entered, he saw the device go under the same stall, but not for nearly as long as when the friend was in the stall.

The father waited for the suspect, later identified as Cutter, to exit the stall to confront him. Cutter reportedly denied the allegations and walked away.

A description of Cutter was given to security and police. Authorities used surveillance video to identify that around 3:40 p.m., more than 30 minutes before the victims got to the game, Cutter entered a different bathroom for about eight minutes, left for about four minutes and went in again for about another eight minutes.

Officials say while Cutter was in the concourse before going into the bathroom the second time, he was holding an object in his hand that didn’t look to be his phone.

The video shows Hastings walking towards the restrooms where the victims used a little after 4 p.m., about 15 minutes before the victims got there. At 4:35 p.m., Hastings is seen on camera walking down the stairs and can be seen leaving the arena completely around 4:47 p.m.

Detectives determined the car Cutter drove and tracked it to his residence on Fairheath Road in south Charlotte.

On March 7, officials went to that address with a warrant and seized multiple electronic devices. On the SD card from the recording device, police say seven videos totaling about two minutes worth of footage reportedly showed the victims and other minors in restrooms and with their genitals out.

Records show Cutter was arrested on March 8 and charged with 11 counts of felony secret peeping and three counts of misdemeanor secret peeping. According to court documents, he was in jail for roughly 10 hours before posting bond.

Detectives say Hastings is a prior registered sex offender from similar incidents in 1999 and 2008. He was removed from the sex offender registry in 2011, according to documents.
