Chase Bank looking to expand into Dover with new branch, 24-hour ATM

DOVER — A Webb Place office building could be demolished to make way for a Chase Bank and drive-up ATM, plans filed with the city show.

The proposal calls for the commercial space at 1-3 Webb Place to be razed and replaced with a roughly 3,300-square-foot bank building and 28 on-site parking spaces. The bank, which would have frontage on Webb Place and on busy Central Avenue, would have a bike rack located at its front entrance.

City property records show the existing, 6,444-square-foot commercial building at 1-3 Webb Place was built in 1970 and was last valued at $1,320,400. The property is owned by Michigan-based company Dover Retail Management LLC.

The proposal is in the process of being assessed by Dover’s Technical Review Committee. The plan will be heard by the committee next on Thursday, Nov. 2 at 10:30 a.m. at City Hall.

According to the banking company, there are over 4,700 Chase Bank branches nationwide, including five in New Hampshire, and 15,000-plus ATMs.

The site presently has a one-floor commercial building that’s used as office spaces and “personal service uses,” reads a project description from Stonefield Engineering & Design.

“The existing full-movement driveway on Webb Place would be maintained and improved upon redevelopment, and one additional right-in/right-out driveway is proposed on Webb Place along the southerly property extent,” the description adds.

Project documents from Stonefield note the ATM will be open 24 hours per day, if the plan is approved. The proposal includes less parking than when it was introduced this summer, at the suggestion of the Technical Review Committee.

A traffic study provided by Stonefield found that the proposed bank would bring more vehicles to the Webb Place site at all hours throughout the week.

“It is important to note that as the proposed development is located adjacent to the signalized intersection of Central Avenue and Webb Place, motorists exiting the site to return to Central Avenue and connecting thoroughfares would complete their turning movements under a protected signal phase, thereby improving safety of access,” the traffic and parking assessment report states.

The application will also require a conditional use permit from the Dover Planning Board, per project records.

The proposal was first heard by the Technical Review Committee on Aug. 31.
