Radio Liberty reported that the Hero of the Chechen Republic is the highest state award in Chechnya. Decrees on its awarding are signed by the head of the republic, meaning that Ramzan Kadyrov awarded his minor son with the title. Ramzan Kadyrov was the first recipient of the title when he signed a decree awarding it to himself.
