Chemung County man arrested on larceny charges following 2019 construction theft

BREESPORT, N.Y. (WETM) — A Chemung County man was arrested on Wednesday on grand larceny charges after police say he stole $13,000 from a client in 2019.

According to New York State Police, 31-year-old David D. Apgar III of Breesport was arrested on Wednesday, Jan. 24, on grand larceny in the third degree, a class D felony.

Pennsylvania fugitive arrested in Horseheads; assault

Police say that on October 15, 2019, the victim hired Apgar Construction LLC to remodel their home in the town of Dix in Schuyler County. Police say that Apgar never showed up to complete the work to the home, despite taking a deposit of $13,000.

Apgar was processed at the state police barracks in Horseheads before he was moved to the Schuyler County Jail.

Apgar tells 18 News that the charges are not legitimate, as the family involved moved out of the area before the work could be done. Apgar says the company involved closed in August of 2022.
