China confirms participation in Saudi Arabia summit for Ukrainian peace formula

The Ministry of Foreign Affairs of China has confirmed its participation in the upcoming negotiations in Saudi Arabia focused on the Ukrainian peace formula, in a press release on August 4.

According to the ministry’s press service, China’s Special Representative for Eurasian Affairs, Li Hui, will attend the meeting. Li Hui’s previous tour to Ukraine, as well as Poland, France, Germany, the EU headquarters in Brussels, and Russia, is part of Chinese President Xi Jinping’s efforts to engage in “in-depth communication with all parties regarding the political settlement” of the conflict.

During Li Hui’s visit to Ukraine, Ukrainian Foreign Minister Dmytro Kuleba emphasized that Ukraine rejects any proposals involving territorial losses or freezing of the conflict.

The Wall Street Journal had earlier reported that Li Hui suggested a ceasefire and temporary control of Ukraine’s occupied territories by Russia, which Kuleba refuted. He clarified that none of his colleagues in the capitals Li Hui visited confirmed such discussions. The Chinese Ministry of Foreign Affairs also denied the WSJ’s information.

The WSJ, which previously reported on China’s potential involvement in the Saudi Arabia meeting, highlighted that China’s stance is evolving in response to the Wagner Group’s insurrection attempt in Russia and the Kremlin’s withdrawal from the grain deal. As a result, China is now showing indications of considering the Ukrainian peace formula.

Saudi Arabia negotiations: Key details

President Volodymyr Zelenskyy has officially announced that a meeting involving advisors to leaders from approximately 40 countries and representatives of foreign ministries will convene in Jeddah, Saudi Arabia. The main objective of the meeting is to discuss the peace formula for Ukraine. This meeting follows a previous session held in Copenhagen, Denmark, in June.

On July 30, The Wall Street Journal reported that Saudi Arabia has scheduled negotiations on the Russia-Ukraine conflict for August 5-6. Notably, Russia, being the aggressor country, will not participate in these talks. Andriy Yermak, head of the President’s Office, has confirmed the meeting’s preparation at the leaders’ advisors level. The discussions will center on the “key principles of peace” based on the Ukrainian peace formula.

During the G20 Summit in November, Zelenskyy presented a ten-point peace formula, encompassing vital elements such as the restoration of Ukraine’s territorial integrity, withdrawal of Russian troops, release of all detainees, establishment of a tribunal for those responsible for aggression, and the provision of security guarantees for Ukraine. Additionally, Kyiv is proposing that foreign partners take a leading role in implementing one of the plan’s points.
