Civil Grand Jury: Dysfunction among Stockton school board of trustees has led to high turnover, low morale

Dysfunction, infighting and a toxic work environment has led to instability within the Stockton Unified School District, as outlined in a newly released San Joaquin civil grand jury report. The instability is reflected in the number of superintendents the school district has had over the past 16 years. "There have been 13 superintendents since 2005 and when you don't have the leadership stability that's needed, it has a way of impacting everything down the line," said Gary Cooper, the foreperson of the grand jury.
