Clovis commission to consider property purchase

Jul. 18—Buying a piece of property for use as a new space for Clovis' animal control operations is on the agenda for Thursday's regular Clovis city commission meeting.

The agenda calls for a "real estate purchase agreement for 516 Ash and 517 Hickory streets" between the city and Zia Holdings Corporation/Eastern New Mexico Rehabilitation.

Commissioners meet at 5:15 p.m. in the North Annex of the Clovis-Carver Public Library.

City Manager Justin Howalt makes the case for the acquisition in the notes in the city's agenda packet, writing, "The city of Clovis animal shelter was originally constructed in the 1970s. Since that time the number of animals held at the facility has increased and the building has deteriorated.

"Over the last several months, (city) administration and the Police Department have looked at the possibility to remodel the previous ENMRSH facility at 516 Ash."

In the agenda packet the facility is described as having over 30,000 square feet in space, which would allow space for offices, veterinary service space, separate dog and cat spaces, an intake quarantine area, and space for the High Plains Humane Society.

According to the agenda, Zia Holdings Corporation/Eastern New Mexico Rehabilitation have agreed to sell the properties for $215,000, described in the agenda as being well below the appraised price.

The agenda goes on to detail how the city has up to $200,000 in designated cash for remodeling the building.

Howalt writes members of the High Plains Humane Society have toured the facility and are supportive of the purchase.

Also on Thursday's commission agenda, commissioners will be asked to establish a fee schedule for city of Clovis boxing ring rental.

The agenda notes the city has received a request for the rental of the city's boxing ring, now in storage at the Roy Walker Community Center for use at an event at the Curry County Events Center on July 28-29.

The city has not previously been asked to rent this piece of equipment and a fee schedule has not been established.

The meeting will be preceded by an executive session at 4:30 p.m. in which threatened litigation and real property disposal will be discussed.
