According to Amazon's press release, "All Amazon customers in the U.S. can shop hundreds of millions of items with free shipping, including products across the wide assortment of Black Friday deals, and for a limited time with no minimum purchase amount on orders delivered through the holiday season." Items ordered with free shipping usually ship within 5-8 business days; Prime members, you'll have access to free one- or two-day shipping, as usual.
