Columbus man accused of kicking door in, kidnapping woman and child in Portsmouth

PORTSMOUTH, Ohio (WCMH) — A Columbus man has been arrested after what the Scioto County Sheriff’s Office described as a kidnapping and struggle with a deputy.

Immanuel Dewayne Manning, 31, faces charges including:

  • Two felony counts of kidnapping

  • One felony count of aggravated burglary

  • Felonious assault on a police officer

  • Two misdemeanor counts of assault

  • One misdemeanor count of resisting arrest

The Columbus man’s arrest stemmed from a 911 call at 2 a.m. Tuesday morning, according to the sheriff’s office. Deputies went to the 900 block of Main Street in Portsmouth where the caller, Manning’s ex-girlfriend, said he had kicked in her door. After assaulting people in the home, he sliced the woman’s car tires with a knife. The ex-girlfriend said Manning then forced another woman with a small child to get in a car and drive him away from the home.

A deputy came to the home to collect a report, and then began searching for the suspect. The sheriff’s office said the deputy spotted Manning driving west on Gallia Street, and turned on his emergency lights. Manning pulled over near a Subway in the 2900 block.

The deputy told Manning, who was in the passenger seat, to get out of the car, but he didn’t move. When they asked a second time, Manning got out but began physically resisting, the sheriff’s office said. When the deputy put one handcuff on Manning he tried to punch the deputy, and the pair fell against the cruiser and then to the ground.

The deputy held Manning on the ground until backup arrived, according to the sheriff’s office said. Medical crews treated both at the Southern Ohio Medical Center before deputies took Manning into custody at the Scioto County Jail.

Portsmouth Municipal Court has Manning scheduled for an appearance on Wednesday, the sheriff’s office said. No records for the case appeared online as of Tuesday afternoon.
