Commissioners approve enterprise zone agreement between city and Rex Holdings

During their meeting Thursday, the Ashland County commissioners were asked to approve and enter into an enterprise zone agreement between the city and Rex Holdings LLC.

“The Rex Holding Company has actually presented to us in the past a request for an enterprise zone agreement,” said Mayor Matt Miller. “It is a locally-grown company and now they are doing very well … and looking to expand again.”

Miller explained the company would like to add on another 74,000 square feet to the existing 100,000 square feet it currently occupies in the Primary Colors Building on Commerce Parkway.

“It is more or less doubling the size of that already large facility,” added Miller. He also said Rex Holding is in the process of acquiring more companies and that city council on Tuesday night did approve the agreement.

The agreement will come with a 75% tax abatement over the next 10 years.

“Their request is one we are all very familiar with,” said Miller on the abatement. “And I know all three of you have been through this many times. This is what we have commonly offered to local companies with a proven track record here in our community.”

The conservative number for expansion includes 6-8 new employees with a payroll of an estimate of $390,000-400,000. Miller added that construction would begin shortly.

The agreement was approved by all three commissioners.

Other action at the Ashland commissioners meeting

  • Authorized Ohio Regional Development Corp. to apply and administer the Program Year 2023 Safe Lead Safe Ohio Grant.

  • Concurred with the hiring of Cierra Reed as a part-time Kennel Worker at the Dog Shelter, not to exceed 28 hours per week and a starting rate of $12. per hour effective Sept. 8.

  • Made transfers to Sheriff, Dale-Roy School, Dog & Kennel, Health Dept., and Solid Waste.

  • Approved and entered into a lease agreement with FP Mailing Solutions and Automation Mailing and Shipping Solutions for the rental of two postage machines at a monthly rate of $132.95. This is cheaper than the previous contract.

  • Authorized a Quit-Claim Deed for the transfer of a total of 23.653 acres of land to the Ashland County Park District.

  • Concurred with travel for Commissioner Jim Justice to Wellington for Region 9 Opioid Committee Meeting on Sept. 13.

  • Accepted an estimate for $5,562 from Keystone Ridge Construction for the installation of a cement pad at the dog shelter.

  • Made appropriations to Capital Projects, Common Pleas Court, Health Dept., and LEPC.

  • Listened to citizen Reggie Lloyd who said he has had an ongoing problem with two dogs at Charles Mill Lake. He provided pictures of the dogs in his front yard on Monday and a dog collar from one of the animals. The dogs have destroyed his daughter’s flowers and fence.

Commissioners will meet 9 a.m. Thursday, Sept. 14 in the Commissioner’s Conference Room on the second floor of the County Office Building. The meetings are open to the public, but also live-streamed on the Ashland County Government Facebook page.
