Commissioners open bids for resurfacing project, discuss 2024 budget

CAMBRIDGE − The Guernsey County Commissioners recently opened two bids for the resurfacing project at Salt Fork and County Road 25 (Walhonding Road.)

Both bids came in from Melway Paving, Inc. The bid for the Salt Fork project came in at $444,310 and the bid for the County Road 25 project came in at $564,056. Bids received by the commissioners are taken under advisement.

The commissioners also met to discuss the passing of the 2024 budget for Guernsey County. The county's Budget and Fiscal Director Brenda Mourer said the 2024 budget includes $18.7 million in appropriations for the general fund, which is part of the overall figure of $110.1 million for all county agencies.

Currently, expenses in the general fund are expected to exceed revenue estimates of $2.4 million. If revenue comes in higher than anticipated and departments continue careful spending, the figure could be reduced.

In other business, the commissioners approved/authorized:

  • Guernsey County Engineer, Paul Sherry, to advertise for bids to purchase a used road grader.

  • A quote from Milfair Linoleum and Carpet Co. to install Mohawk Scholarship II Stainless Steel Carpet Tile in the new restroom at the courthouse in the clerk of courts. The price for the project is $1,299.98.

  • The purchase of a 2022 Case CE 856C road grader with accessories from Southeastern Equipment Co. The total purchase price was $282,081.53 and after trade in value of the used equipment, the cost is $231,081.53.

  • A quote from Kopchak Heating and Cooling to install a new 1 ½ ton heat controller water source heat pump unit in the courthouse for adult probation. The total cost for material and labor is $6,500.

  • A quote from Milfair Linoleum and Carpet Co. to install flooring in the kitchen/office area at the Guernsey County Sheriff’s Office. The price for the project is $1,838.

  • An emergency resolution for Guernsey County Sheriff Jeffrey Paden to enter into a contract with 365 Labs for the use of their cloud platform. The cost of the contract will be $304,000 and will be paid from ARPA Funds. This emergency resolution is needed to prevent the loss of 911 operations for Guernsey County.
