The Territorial Recruitment Centers (TRC) receive specific conscription targets and criteria from the Kyiv City TRC, Chief of the Mobilization Department in Kyiv’s Darnytskyi district, Volodymyr Novosyadlyi, said on Jan. 31 in an interview with the capital’s Vechirniy Kyiv (Evening Kyiv) news outlet.

The TRC initially receives a task from the Kyiv City TRC, which outlines the quantitative and qualitative criteria for the recruitment of military service-obligated citizens, Novosyadlyi said.

“Next, we notify the individuals and verify their data,” he said.

“The Military Medical Commission (MMC) determines their fitness for military service. Then, based on health status and age characteristics, they identify individuals subject to conscription.”

“They are then assigned to teams and transported to training centers,” he added.

On Dec. 25, the Cabinet of Ministers registered a draft law on mobilization in the Verkhovna Rada, which received considerable criticism. It was expected to be considered in the first reading on Jan. 11. The second reading, after all amendments, could take place in early February.

On Jan. 11, the Verkhovna Rada planned to vote on the Cabinet’s draft law on mobilization. However, after consultations with the participation of the Chief Commander of the Armed Forces Valerii Zaluzhnyi, Defense Minister Rustem Umerov, and Chief of the General Staff of the Armed Forces Serhiy Shaptala, it was sent back for further refinement by the government.

Media reported on Jan. 18 that MPs expect the second version of the bill on improving conscription in the first week of February.

The Cabinet of Ministers of Ukraine has approved a new conscription bill and sent it to the parliament, MP Oleksiy Honcharenko announced on Jan. 30.
