Consent decree judge concerned over officer recruitment

The federal judge overseeing the Baltimore Police Department's consent decree praised the department for its efforts in meeting goals to try to rebuild community trust, but he remains frustrated about other issues. The police department said it's doing what it can to work within the guidelines, stronger policies are in place and citizen complaints about issues like police misconduct are down. However, getting and keeping officers remains a problem. U.S. Chief District Judge James Bredar called staffing the most daunting challenge for the BPD and said the city has to do a better job in recruiting more officers, something that is a national problem.
