Massengale, the current councilman for District 4 and a Lubbock businessman, was first elected to the Lubbock City Council in 2016 when he unseated then-Mayor Pro Tem Jim Gerlt. He was re-elected to a second, four-year term in 2020.

Massengale's announcement comes a week after incumbent Mayor Tray Payne announced he would not seek re-election to a second term.
