Crowd Gathers at Telecom Building for Free Phone-Charging Service Amid Outages in Wake of Typhoon Rai

A crowd gathered at a telecom building in Cebu City, Philippines, to avail of a free phone-charging service amid widespread network and power outages in the wake of Typhoon Rai on December 22.

The death toll from the storm reached at least 375 by December 21, according to figures released by the Philippine National Police.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported maximum sustained winds of 195 km/h (121 mph) during the storm, which made landfall on December 16.
