DA: Revere man who tied dog to steel rod, abandoned him on beach pleads guilty
A Revere man pleaded guilty to animal cruelty charges on Wednesday after tying his dog to a pole on a beach below the high-water mark in 2021, authorities say.
29-year-old Elias Pacheco-Osario pleaded guilty to one count of animal cruelty by custodian and one count of dog tethering/confining violation for abandoning his dog, according to the Suffolk DA.

Pacheco-Osario was sentenced to one year in jail by Judge Jane Prince and also suspended for two years with the condition he pay restitution, complete the Benchmark Animal Rehabilitative Curriculum (BARC) program and not own any animals, officials say.
Officers responding to the area of Short Beach on August 29, 2021, found a pit bull tied to a steel rod with a large rock attached to it to prevent the dog from escaping, according to police. It would’ve taken only a few hours for the pup to drown. At the time of his arrest, Pacheco-Osario allegedly told authorities that he had decided he could not keep the dog any longer.

“This man made a cruel and irresponsible choice and he’s being held accountable for it,” Suffolk County District Attorney Kevin Hayden said. “If someone can no longer care for their pet, there are ways to rehome them, such as bringing them to an adoption center.”
