DCNR accepting ATV permit applications for season riding

EYEWITNESS NEWS (WBRE/WYOU) — The Department of Conservation and Natural Resources (DCNR) announced Monday that permits for the Northcentral Regional ATV Trail (NRAT), formerly known as the ATV Regional Trail Connector Pilot, are now available for purchase for the 2024 season.

To use designated PennDOT roads and the State Forest Connector Roads drivers must have the required permits. The cost of the 2024 permit for PA-registered ATVs is $40 and $60 for non-Pennsylvania registered ATVs, which helps offset the implementation and management of the program.

Permits come with a decal sticker which must be visibly displayed on the vehicle for which the permit was purchased. The decal sticker should be placed in the uppermost, middle portion of the windshield on UTVs and the right front fender of ATVs and UTVs without a windshield.

There are more than 281,000 registered ATVs in the Commonwealth and DCNR understands the interest in expanding regional riding opportunities. We take seriously our role in connecting ATV trails and we will use this program to further determine whether sections of state forest roads may serve as permanent strategic connectors for regional ATV trails on a limited, case-by-case basis.”

Permits can be purchased in person between 8:00 a.m. and 4:00 p.m. Monday through Friday at the TiogaTiadaghtonSproul, or Susquehannock State Forest District Offices, until Memorial Day weekend.

Starting Friday, May 24, offices will be open Monday through Friday from 8:00 a.m. to 6:00 p.m., and 8:00 a.m. to 4:00 p.m. on Saturdays at the State Forest District Offices listed above. District office hours are subject to change throughout the riding season.

Permit applications will also be accepted through the mail by sending a completed application form to the following address:

  • Mira Lloyd Dock Resource Conservation Center,
    137 Penn Nursery Road, Spring Mills, Pennsylvania 16875.

Applications can be found online and will be processed by the date they are received and will be postmarked within three to five business days of receipt.

The riding area consists of 650 miles and includes parts of Clinton, Lycoming, Potter, and Tioga counties. Major DCNR ATV trails found in the NRAT include Whiskey Springs, Haneyville, and Susquehannock. A map of the riding area can be seen below.

The trail route categories are as follows:

  • More than 450 miles of township roads

  • 163 miles of state forest roads and trails

  • 40 miles of PennDOT-administered roads

The riding area will open for use on Friday, May 24, 2024, and will remain open until, Sunday, September 29, 2024.

The riding areas will be marked and riders will be expected to familiarize themselves with the open portions of the roads and trails, to ensure they are driving in legal areas.

“We are hopeful that we can create a sustainable trail system and encourage ATV riders to follow all rules and regulations, and to be mindful of the impacts of riding, such as noise, dust, and disturbance of wildlife habitats,” Cassell added.
