Deadline to apply for household water assistance program is Sept. 30

The Ohio Department of Development and HARCATUS Tri-County Community Action Organization will help income-eligible Ohioans with assistance for their water and wastewater bills.

The initial round of assistance has a deadline of Sept. 30. To apply for the program, clients are required to contact their local HARCATUS Office.

  • Harrison County residents: 740-942-8886

  • Carroll County residents: 330-627-4101

  • Tuscarawas County residents: 330-343-8770

Clients need to provide copies of the following documents:

  • Copies of their most recent water/wastewater bills;

  • A list of all household members and proof of income for the last 30 days or 12 months for each member;

  • Proof of U.S. citizenship or legal residency for all household members;

  • Proof of disability (if applicable)

The Ohio Department of Development Low Income Household Water Assistance Program maximum benefit amounts for the 2021-2022 program year are up to $1,500 for clients with combined wastewater and drinking water utilities. Up to $750 for clients of wastewater utilities and up to $750 for clients of drinking water utilities. Eligible clients are those at or below 175% of the Federal Poverty Guidelines (FPG), who have been disconnected (or have a disconnection notice), or either need to establish new service, or pay to transfer service.
