On Nov. 14, council members voted 4-0 to approve the project bordered on the north by Gupan Road, the south by Del Oro Road, the east by Savage Lane, and the west by Deep Creek Road.

Mayor Pro Tem Larry Cusack recused himself from the agenda item due to a possible conflict of interest with the property owner.

Deep Creek Estates project has been described as a single-family residential unit gated community on property, which was formerly zoned residential agriculture.

Owner Mark Maida and Tom Steeno of Steeno Design Studio were the Deep Creek Estates project applicants. The duo initially sought a change of the parcel’s designation to estate residential to permit lot sizes of .75 acres and larger.

Residential lots will range in size from .75 to 1.22 acres in the development, which will include improved streets, a retention basin/park of 2.93 acres, and a second community park of 2.52 acres.

Mayor Scott Nassif told the council the new housing community will be “very desirable,” “easy to access” and "close to amenities”

During public comments, residents praised the project, including former Apple Valley resident and former Assemblyman Thurston “Smitty” Smith.

Smith said he believes the project “Will trigger more development of high-quality homes.” He also added his desire to see more master-planned projects in the area.

Since the project’s introduction, many residents praised the project, saying the area needs more homes.

Others voiced their concern that the project would bring more traffic congestion, add light pollution, deplete the water supply, and negatively impact wildlife.

In September, the project was forwarded to the Town Council after the planning commission voted 3-1 to approve the project, which included a zone change and general and development plan amendments for the site.

The planning commission recommended the town council adopt the changes and approve the tentative tract map for the project.
