Ensuring eligible Californians received their benefits during tough economic times — including the COVID-19 pandemic — was not among the Employment Development Department's "top priorities," according to a blistering new report released from the state Legislative Analyst's Office on Monday. The EDD, which manages the state's unemployment insurance program, was criticized for delays, improper claim denials, and a lack of emphasis on ensuring eligible workers can easily get their benefits. In the 20-page report, nonpartisan advisors said EDD delayed payments to nearly 5 million workers during the COVID-19 pandemic and improperly denied payments to an estimated 1 million people during the same period.
