'We have delivered': Barnier after Brexit deal

"We have reached an agreement with the British government," he told reporters at a news conference in Brussels.

"Discussions over the past days have at times been difficult, but we have delivered," he added.

The two sides have been racing to renegotiate the Withdrawal Agreement in time for an October 31 Brexit, but the deal still needs approval from parliament.

Barnier said in the new deal, citizens rights will be guaranteed, Britain will meet its EU budget commitments, the transition period will last to the end of 2020 and possibly another year, and both sides found a "legally operative solution" to avoid hard border in Ireland.
