'A destination for Pflugerville': City moves forward with Downtown East project

City staff on Tuesday presented the Pflugerville City Council with an update on the Downtown East project, including preliminary goals and future steps.

The project is part of the city's plan to develop the Pfluger Tract, 29 acres at the northwest corner of FM 685 and E. Pecan Street. The project could potentially include a municipal complex and a recreation center, according to city records.

Since 2012, city surveys have shown that residents think it important to invest in downtown improvements, officials said. As of last year, only 34% of residents reported being satisfied with the downtown area, said Deputy City Manager Trey Fletcher.

"Not officially dubbed as downtown, this area (the Pfluger Tract) is envisioned to become a great place, encompassing uses and activities, comfort and images, access and linkages for enhanced sociability," Fletcher said. "What we seek to become is a destination for Pflugerville, for friends, for family, a place to gather. In the heart of the community there will be a pulse heard around the community."

To move the project forward, the council approved a professional service agreement with AGCM, a Corpus Christi-based construction management company, in the amount of $133,214. AGCM will provide the city with various services for the planning of a new City Hall, which include establishing a budget, a program scope and a milestones schedule.

This is the first of three contracts to further the process of the project.

"I think its time for Pflugerville to move forward with move forward with some footprint projects that are going to synergize what can really happen in Pflugerville over the next 20 years," Mayor Victor Gonzales said.

Moving forward, staff will present the council with a Downtown Action Plan update and feasibility report during its Feb. 8 meeting. At that meeting, the council will also consider two additional contracts to further the project.
