WARREN – A proposal to build 192 "for sale" homes at the intersection of Interstate 78 and Hillcrest Road, part of the township's court-ordered affordable housing settlement, is scheduled to be heard by the township Planning Board on Jan. 24.
K. Hovnanian is proposing to build the homes in 15 buildings in three phases in the community called The Hills.at Warren.
The proposal includes 48 affordable units, a quarter of the total.
For the market-rate units, K. Hovnanian is proposing 72 two-bedroom townhomes and 72 three-bedroom townhomes, each having a driveway and a garage.
For the affordable units, the developer is proposing 32 two-bedroom units and 16 three-bedroom units. Surface lots would provide the parking for the affordable homes.
The site is bordered by I-78 on the south, Emerson Lane on the north, Hillcrest Road on the west and homes in Berkeley Heights on the east.
Access to the development would be from both Hillcrest Road and Emerson Lane. The driveway to Emerson Lane would create a four-way stop at Northridge Way.
A traffic study commissioned by K. Hovnanian recommends that Somerset County request the state Department of Transportation to evaluate the need for traffic signalization at the Hillcrest Road and I-78 intersection based on crash data from the I-78 westbound ramp to southbound Hillcrest Road, which requires a left turn.
The traffic study found that the development will not "significantly" affect traffic during peak hours.
To qualify for low-income housing in 2021, a one-person household may not have an income more than $43,120, which is 50% of the $86,240 median income in Somerset, Middlesex and Hunterdon counties. To qualify for moderate-income housing, a one-personal household may not have an income more than $68,992.
